Philadelphia Inquirer Highlights ALICE

On August 2, Alfred Lubrano of the Philadelphia Inquirer published a striking article on the ALICE Report, viewed by at least 2 million people (according to Meltwater.) The article, which was commented on by Governor Wolf via social media, outlines our basic Report data, then goes on to provide a testimonial from a local woman living as ALICE. Other local professionals with experience working with and studying the ALICE population were also interviewed, including United Way of Greater Philadelphia and Southern New Jersey 's President and CEO, Bill Golderer. If you haven 't read the Inquirer article yet, it's an insightful and worthwhile read!

Take action to support child care in state and federal policy
Congress is expected to return from August recess and take up appropriations bills to codify the budget deal passed prior to their departure from Washington. As Congress is considering appropriations to prioritize, United Way and many other organizations are advocating for Congress to provide an additional $5 billion for the Child Care Development Block Grant (CCDBG), which helps families with young children find and afford child care. Even if Congress were to appropriate half of this amount, $2.4 billion (amount included in the House appropriation language), Pennsylvania could see an increase of between $60-$70 million in CCDBG funds.

Please help UWP urge Congress to provide this critical funding for families! You can take action here ! Please share with your donors, followers, boards, and advocates!

At the state level, we must being now to build support for more state-level investments in child care through the next commonwealth budget.  The Start Strong PA coalition has set up a call to action to thank legislators for the consideration placed on high-quality infant and toddler child care during this budget season. Please encourage your partner agencies, boards, donors, and community to take action to let your local legislators know you will continue to monitor their support for our youngest children.

PA 211 Board Adopts Brand Refresh

Last week, PA 211's board voted to officially adopt the national 211 brand refresh. This means that you'll soon be seeing a new logo associated with PA 211 materials! The fresh branding has been market-tested by UWW for impact and messaging, and the colors match the United Way brand colors. Also, we will no longer be writing "2-1-1," because the hyphens make people think it's only a telephone service. "211" is now the correct way to write the name out. If you have any questions on the new branding, please visit UWO's 211 brand refresh toolkit

Annual Report Released for PA's New School Safety Tip Line

On January 14th, the Safe2Say Something reporting system went online. This new tool gives students a way to report signs of classmates who may be at risk of hurting themselves or others.

The system received 23,494 tips between January 14th and June 30th. Of these, nearly 19,400 tips were received through the program's mobile application that can be downloaded onto smartphones.

The tips were broken down into categories. The most common categories represented more than half of the tips received and included:
  • Bullying/Cyberbullying
    (3,558 tips)
  • Cutting/Self-Harm (2,529 tips)
  • Suicide/Suicide Ideation (2,184 tips)
  • Depression/Anxiety (2,121 tips)
  • Drug Use, Distribution, and Possession (1,921 tips)
The program, which cost $743,428 to operate through June 30, 2019, has allowed the Office of Attorney General to provide 864,333 students - reflecting a total of 998 schools or school districts - training about how to use the Safe2Say program. Students, educators and school administrators have all been trained to not only use the anonymous reporting system, but also in recognizing the signals and signs of people who may be a risk to hurt themselves or others.

With the report's findings illustrating the majority of tips in the first year were focused on students struggling with mental health issues, Attorney General Shapiro said he is recommending the General Assembly act to address the need for increased mental health resources for students across Pennsylvania.

The recently enacted FY2019-20 state budget includes a $1 million appropriation for the program.
